use Pelican, you might want to check out https://mataroa.blog.
By far the hardest part is actually doing the writing and
getting into the habit of keeping it updated. I recommend
not worrying all that much on the tech stack or blog
details, but just focusing on writing. You can always mess
with the layout later.
